2022年8月15日，在“绿水青山就是金山银山”提出17周年之际，作为首届“绿水青山就是金山银山”理念研究湖州论坛（简称“两山”理念湖州论坛）重要内容之一，“两山”智库联盟在“绿水青山就是金山银山”理念诞生地——浙江省湖州市正式宣布成立。期间，召开了“两山”智库联盟一届一次理事会。
